CONDITIONS

This Equivalency Certificate authorizes the employees of Hydro-Québec and the chartered air operators, to handle, offer for transport or transport, by cargo aircraft operated under Subpart 2 or 3 of Part VII of the Canadian Aviation Regulations, survival kits containing dangerous goods necessary for survival on land, considering the geographic location, the season and the predicted seasonal climatic variations, in a manner that does not comply with subsection 12.1(2) of the Transportation of Dangerous Goods Regulations, if:

(a) the persons handling, offering for transport or transporting the dangerous goods comply with Part 6 (Training) of the Transportation of Dangerous Goods Regulations;

(b) the survival kit contains dangerous goods which will provide ways to light a fire, send distress signals and insure health and safety to the persons;

(c) the dangerous goods, other than UN0312, Cartridges, signal, Class 1.4G and UN0403, FLARES, AERIAL, Class 1.4G, are permitted in excepted quantities as per column 9 of Table 3-1 of Chapter 2 of Part 3 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air;

CONDITIONS

(d) in the case of dangerous goods that are UN0312, Cartridges, signal,
Class 1.4G and UN0403, FLARES, AERIAL, Class 1.4G, the person having charge, management or control of the dangerous goods:

(i) ensures that the inner means of containment containing the dangerous goods is the original manufacturer's means of containment,

(ii) ensures that the inner means of containment is placed in a rigid plastic outer means of containment, with shock absorbing material between the inner and outer means of containment,

(iii) ensures that each device containing the explosives has a protective plastic cap secured on the primer base,

(iv) ensures that the total number of devices containing the explosives does not exceed six per person per flight;

(e) Hydro-Québec gives the air operator, before the dangerous goods are transported, a document that includes the shipping name, the primary class, the subsidiary class, if any, the UN number and the quantity of the dangerous goods contained in the survival kit;

(f) Hydro-Québec and the air operator keep that document for two years after the date it was prepared;

(g) Hydro-Québec ensures that the personnel handling and transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

CONDITIONS

(h) the employees of Hydro-Québec provide a copy of this Equivalency Certificate to the air operator when they offer the survival kit for transport.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.
