CONDITIONS

ROAD, RAIL, MARINE

1. This Equivalency Certificate authorizes the Canadian Nuclear Safety Commission to handle, offer for transport or transport, by road or railway vehicle, or by ship on a domestic voyage, dangerous goods that are UN3363, DANGEROUS GOODS IN APPARATUS, Class 9, in a manner that does not comply with Parts 3, 4, and 6 of the Transportation of Dangerous Goods Regulations if:

(a) the dangerous goods are contained in and are not intended to be discharged from, an Inovision model 451p pressurized ion chamber survey meter containing UN1002, AIR, COMPRESSED, Class 2.2, with a total water capacity not exceeding 300 cc and an internal pressure not exceeding 827 kPa (120 psig), as described in the Inovision technical brochure submitted and filed with the Transport Dangerous Goods Directorate;

(b)the dangerous goods contained in apparatus are transported in a Pelican cat #1500 hard plastic lockable case or a similar means of containment with foam inner packaging, which complies with the requirements of Packing Instruction 907 of standard TP14850E, "Small Containers for Transport of Dangerous Goods, Classes 3, 4, 5, 6.1, 8 and 9, a Transport Canada Standard", 2nd Edition, October 2010;

(c) the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the hazards of the dangerous goods and to the conditions of this Equivalency Certificate;

(d) a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods.

AIR

2. This Equivalency Certificate further authorizes the Canadian Nuclear Safety Commission to handle, offer for transport or transport, by passenger or cargo aircraft, operated under the Canadian Aviation Regulations, Part VII, dangerous goods that are UN3363, DANGEROUS GOODS IN APPARATUS, Class 9, in a manner that does not comply with Parts 3, 4, and 6 of the Transportation of Dangerous Goods Regulations and Chapter 4 of Part 1, Parts 4, 5, and 6 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, incorporated by reference in subsection 12.1(2) of the Transportation of Dangerous Goods Regulations, if:

(a) the dangerous goods are contained in and are not intended to be discharged from, an Inovision model 451p pressurized ion chamber survey meter containing AIR, COMPRESSED, Class 2.2, UN1002, with a total water capacity not exceeding 300 cc and an internal pressure not exceeding 827 kPa (120 psig), as described in the Inovision technical brochure submitted and filed with the Transport Dangerous Goods Directorate,

(b) the dangerous goods contained in apparatus are transported in a Pelican cat #1500 hard plastic lockable case or a similar means of containment with foam inner packaging, which complies with the requirements of Packing Instruction 907 of standard TP14850E, "Small Containers for Transport of Dangerous Goods, Classes 3, 4, 5, 6.1, 8 and 9, a Transport Canada Standard", 2nd Edition, October 2010;

(d) the person who is responsible for the measuring instrument has written authorization from the air carrier to transport the dangerous goods on the aircraft;

CONDITIONS

AIR

(e) the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the hazards of the dangerous goods and to the conditions of this Equivalency Certificate;

(f) a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods and is also given to the Air Operator prior to boarding the aircraft.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the applicant to transport, by road or railway vehicle, by ship on a domestic voyage, or by passenger or cargo aircraft, dangerous goods that are contained in an Inovision model 451p Survey Meter. This survey meter is classified as UN3363, DANGEROUS GOODS IN APPARATUS, Class 9, and contains compressed air in quantities larger than what is prescribed in column 6(a) of schedule 1 of the Transportation of Dangerous Goods Regulations.
