This Equivalency Certificate authorizes Newfoundland Power Inc., to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by road vehicle, dangerous goods that are UN1391, ALKALI METAL DISPERSION, Class 4.3, Packing Group I, in a manner that does not comply with the provisions of the Transportation of Dangerous Goods Regulations, except Part 6 and Part 8, if:

(a) the dangerous goods are included in PCB field test kits;

(b) the dangerous goods are contained in glass ampoules and do not

exceed 0.35 grams per sealed glass ampoule;

(c) the glass ampoules are packed in a sealed plastic tube, placed in a polyethylene test tube and then packaged in a means of containment that is designed, constructed, filled, closed, secured, and maintained so that under normal conditions of transport, including handling, there will be no accidental release of the dangerous goods that could endanger public safety;

(d) the maximum amount of kits per consignment does not exceed 20;

(e) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(f) the outer means of containment containing the dangerous goods are marked legibly and indelibly with the certificate number "SH 9741";

(g) a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate allows the applicant to transport small quantities of dangerous goods, contained in PCB field test kits, to various locations without having to comply with all requirements of the Transport of Dangerous Goods Regulations. This certificate recognizes the low level of hazard posed by these kits.
