CONDITIONS

This Equivalency Certificate authorizes P.R.E.P Services International Ltd., to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by cargo aircraft operated under Part VII of the Canadian Aviation Regulations, dangerous goods that are UN1942, AMMONIUM NITRATE, Class 5.1, Packing Group III, in a manner that does not comply with paragraph 5.14(1)(c) and the maximum net quantity set out for these dangerous goods in column 13 of Table 3-1 of Chapter 2 of Part 3 and Part 4 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, and incorporated by reference in subsection 12.1(2) of the Transportation of Dangerous Goods Regulations, under the following conditions:

(a) this Equivalency Certificate is valid only if transport of the dangerous goods is not possible by other modes of transport;

(b) the dangerous goods are handled, offered for transport or transported to or from an aircraft, an aerodrome or an air cargo facility in compliance with the Transportation of Dangerous Goods Regulations;

(c) the dangerous goods are contained in a Flexible Intermediate Bulk Container that is a UN13H3 or UN13H4 that meets the criteria for Packing Group I or II;

CONDITIONS

(d) the maximum net quantity of the dangerous goods per Flexible Intermediate Bulk Container does not exceed the marked maximum net mass on the Flexible Intermediate Bulk Container;

(e) the dangerous goods are loaded and secured on board the aircraft;

(f) there are no other dangerous goods transported on board the aircraft other than the ammonium nitrate;

(g) the air operator ensures that the personnel handling and transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(h) a copy of this Equivalency Certificate accompanies the dangerous goods onboard the aircraft;

(i) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SA 9133 (Ren. 7)"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes a modification to the packaging requirements of the Transportation of Dangerous Goods Regulations and the quantity limit in column 13 of Table 3-1 of Chapter 2 of Part 3 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, necessary for the transportation of AMMONIUM NITRATE in Flexible Intermediate Bulk Containers, on a cargo aircraft.
