CONDITIONS

This Equivalency Certificate authorizes Canadian Pacific Railwayto handle, offer for transport and transport, in a tank car, dangerous goods that are UN1075, LIQUEFIED PETROLEUM GASES, Class 2.1, in a manner that does not comply with clauses 10.8.2 c. and 10.9 b. of Transport Canada Standard TP14877E, "Containers for Transport of Dangerous Goods by Rail, a Transport Canada Standard", December 2013, incorporated by reference in subparagraph 5.10(b)(ii) and item 1(c) of the Table in subsection 10.6(1) of the Transportation of Dangerous Goods Regulations, if:

(a) the tank car is used for filling trackside propane tanks and is coupled to a railcar equipped with a pumping system as described in a document titled "CP RAIL PROPANE TRAIN, Operating Procedures Manual", revised January 10, 2007, on file with the Executive Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada;

CONDITIONS

(b) during transportation, a piping assembly consisting of a short segment of piping and a quick disconnect fitting is securely threaded to the outlets of all loading and unloading valves. The assembly is not to protrude more than
15 cm (6 in.) outside the service equipment protective housing.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the Canadian Pacific Railway to transport tank cars loaded with liquefied petroleum gas and equipped with piping equipment to facilitate the efficient refilling of trackside propane tanks from a railcar through a pumping system.
