CONDITIONS

This Equivalency Certificate authorizes Signaux Evan Signals Inc., doing business as C-I-L Orion Explosives to handle, offer for transport or transport by road vehicle, dangerous goods that are UN0373, SIGNAL DEVICES, HAND, Class 1.4S, Packing Group II, in a manner that does not comply with Part 4 of the Transportation of Dangerous Goods Regulations, if:

(a) the dangerous goods:

(i) are placed in a "Road Hazard Safety Kit" or a "Marine Safety Kit",

(ii) are packed separately in their own packaging within the safety kit;

(b) the maximum number of the dangerous goods (highway flares) does not exceed four (4) per safety kit;

CONDITIONS

(c) the maximum number of Safety Kits does not exceed six (6) per outer packaging;

(d) the dangerous goods are contained in outer packagings that is a UN standardized container, capable of meeting the packing group II performance level;

(e) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(f) a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods.

(g) the shipping document that accompanies the dangerous goods includes the following additional information legibly and indelibly printed:

"Equivalency Certificate No. SH 7669 (Ren. 6)"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate allows the applicant to transport dangerous goods (highway flares) in safety kits without the labeling requirements as required by the Transportation of Dangerous Goods Regulations.

This Equivalency certificate will not be renewed after June 30, 2017. The certificate holder can use the exemption at section 1.31 of the Transportation of Dangerous Goods Regulations.
