CONDITIONS

This Equivalency Certificate authorizes Sharpsville Container Corporation to sell, offer for sale, distribute, or deliver in Canada, and authorizes any person to handle, offer for transport, transport, or import into Canada, by road or railway vehicle, by aircraft or by ship, cylinders in a manner that does not comply with sections 5.1 and 5.2, subparagraphs 5.10(1)(a)(i) and 5.10(1)(b)(i), paragraph 5.10(1)(c), subparagraph 5.10(1)(d)(i), and subsection 5.10(2) of the Transportation of Dangerous Goods Regulations, if:

Selection and Use

(a) the requirements applicable to Specification TC-39M cylinders in CSA Standard B340-08, "Selection and use of cylinders, spheres, tubes, and other containers for the transportation of dangerous goods, Class 2", March 2008, cited in the rest of this certificate as CSA B340-08, are complied with;

CONDITIONS

Manufacture and Requalification

(b) the cylinders are manufactured at 600 Main Street, Sharpsville, PA, U.S.A. in accordance with the specific designs and procedures, and with part numbers 550007.013, 550007.014, 550007.015, 550007.016, or 550007.017, filed by Sharpsville Container Corporation with the Transport Dangerous Goods Directorate;

(c) subject to conditions (d) to (i), the cylinders are in compliance with the requirements applicable to Specification TC-39M set out in CSA Standard B339-08, "Cylinders, spheres, and tubes for the transportation of dangerous goods", March 2008, cited in the rest of the certificate as CSA B339-08;

(d) each cylinder is manufactured by swaging the ends of electric-resistance-welded drawn over mandrel steel tubing. The closure of the circular opening at each end of the tubing is effected by welding end fittings;

(e) each tubing is inspected by non-destructive testing in accordance with Supplementary Requirement S8 of ASTM Standard A-513-12, Standard Specification for Electric-Resistance-Welded Carbon and Alloy Steel Mechanical Tubing, published in 2012;

(f) each cylinder is manufactured from AISI 1010 or 1020 aluminium killed steel;

(g) the service pressure of the cylinder does not exceed 152 bar or 80% of the test pressure, whichever is the lesser;

(h) the water capacity of each cylinder does not exceed 4.54 L;

(i) the Transport Canada mark and the specification designation marked on each cylinder is:

"TC-SU 6495"

CONDITIONS

(j) prior to applying for renewal of this Equivalency Certificate, the certificate holder reports a summary of the cylinder manufacturing and performance experience to the Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada.

This Equivalency Certificate serves as the registration of Sharpsville Container Corporation, pursuant to Clause 25.2 of CSA B339-08, to manufacture cylinders of the designs specified herein. Sharpsville Container Corporation'sregistered mark, pursuant to CSA B339-08, is:

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the manufacture and use of cylinders that are made from longitudinally-seamed tubing and have welded end caps. The certificate holder has demonstrated by testing that the cylinders could be used with an equivalent level of safety.
