CONDITIONS

This Equivalency Certificate authorizes WSP Canada Inc., to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by road vehicle, samples of goods that the consignor reasonably believes to be dangerous goods, but the classification or the exact chemical composition of the goods is unknown and cannot be readily determined, in a manner that does not comply with Part 2, Part 3, and Part 4 of the Transportation of Dangerous Goods Regulations, if:

(a) the samples are in transport for the purposes of classifying, analyzing or testing;

(b) the samples are believed not to contain explosives, infectious substances or radioactive materials;

(c) the samples are contained in a means of containment that complies with Part 5 of the Transportation of Dangerous Goods Regulations;

(d) the liquid test sample is contained in a means of containment that has a volume less than or equal to 22 L and that is not liquid full at 55°C;

(e) the gas test sample is contained in a means of containment that has a volume less than or equal to 15 L;

CONDITIONS

(f) the solid test sample is contained in a means of containment that has a volume less than or equal to 5 kg;

(g) the means of containment is closed, secured, and maintained so that under normal conditions of transport, including handling, there will be no accidental release of the dangerous goods that could endanger public safety;

(h) each means of containment has marked on it the following information:

(i) "Test Samples",

(ii) "Oil & Gas Field Production Material",

(iii) "May Release Hazardous Vapour",

(iv) "Equivalency Certificate No. SH 6154 (Ren. 7)";

(i) the test samples are accompanied by a document that includes the name and address of the consignor as well as the information required in condition (h) of this certificate;

(j) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the transportation of samples of solid, liquid, and gas from an oil field to a laboratory for analytical work. The certificate holder recognizes that the test samples may contain dangerous goods but this can only be confirmed after laboratory testing. This certificate allows the test samples to be handled, offered for transport or transported in quantities that exceed what is prescribed in section 1.19.1 - Samples Classifying, Analysing or Testing Exemption of the Transportation of Dangerous Goods Regulations.
