CONDITIONS

This Equivalency Certificate authorizes Luxfer Canada Limited to sell, offer for sale, distribute, and deliver in Canada, and authorizes any person to handle, offer for transport, transport, or import in Canada, by road or railway vehicle, or by ship on a domestic voyage, cylinders in a manner that does not comply with sections 5.1 and 5.2, subparagraphs 5.10(1)(a)(ii), 5.10(1)(b)(iii), and 5.10(1)(d)(iii), and subsection 5.10(2) of the Transportation of Dangerous Goods Regulations, if:

Selection and Use

(a) subject to conditions (b) to (h) of this certificate, the requirements applicable to Specification TC-3CCM cylinders in CSA Standard B340-08, "Selection and use of cylinders, spheres, tubes, and other containers for the transportation of dangerous goods, Class 2", March 2008, cited in the rest of this certificate as CSA B340-08, are complied with;

CONDITIONS

(b) each cylinder contains one of the following dangerous goods, as specified in the design qualification test reports:

COMPRESSED with high methane content

(c) where used for HYDROCARBON GAS MIXTURE, COMPRESSED, N.O.S., the composition of the dangerous goods filled in each tube is verified by gas analysis at each hydrocarbon well location and complies with the following maximum gas constituent limits:

(i) 3 mg/m³ of hydrogen sulphide,

(ii) 65 mg/m³ of water,

(iii) 1% by volume of oxygen,

(iv) 3% by volume of carbon dioxide, and

(v) 0.1% by volume of hydrogen;

(d) cylinders that have been subjected to fire are not returned to service;

(e) cylinders involved in an accident or collision are subjected to requalification before being returned to service;

(f) the cylinders are manifolded in accordance with Clause 4.4 of CSA B340-08 and permanently mounted within a high strength structural framework that safely secures the cylinders, components, and manifolding. The frame is:

(i) designed to secure the cylinders while withstanding, without permanent deformation, a static force of eight times the weight of the assembly, in the three principal axes, applied individually,

CONDITIONS

(ii) designed in such a manner that no cylinder or component extends beyond the envelope defined by the frame, and

(iii) designed to protect the cylinders from localized impact and from road debris through adequate shielding;

(g) the requirements of Clause 4.5 of CSA B340-08 are complied with;

(h) no more than 15 years has elapsed since the original manufacturing test date for each cylinder;

Manufacture and Requalification

(i) the cylinders are manufactured at 4410 - 46th Ave SE, Calgary, AB, in accordance with the specific procedures, the design qualification test reports, and model numbers 3W275TDG245G5N, 3W320TDG245G5N, V260TDG223G5N, W303TDG450G6N, 3V260TDG245G5N, 3W090TDG350G5N, 3W087TDG350G5, 3W116TDG350G5N, or 3V104TDG350G8 filed by Luxfer Canada Limited (formerly Dynetek Industries Ltd.), with the Transport Dangerous Goods Directorate;

(j) subject to conditions (k) to (x) of this certificate, the cylinders are in compliance with the requirements applicable to Specification TC-3CCM set out in CSA Standard B339-08, "Cylinders, spheres, and tubes for the transportation of dangerous goods", March 2008, cited in the rest of this certificate as

CSA B339-08;

(k) the requirement for the maximum service pressure of 34.5 MPa in

Clause 9.1.3 of CSA B339-08 does not apply and the service pressure of the cylinders shall be in accordance with the applicable cylinder design specified in

condition (i);

(l) the requirement for the maximum water capacity of 91 L as specified in Clause 9.1.3 of CSA B339-08 does not apply and the water capacity of the cylinders shall be in accordance with the applicable cylinder design specified in condition (i);

CONDITIONS

(m) the filament material is composed of polyacrylonitrile (PAN) based carbon fibre, tested in accordance with ASTM D4018-99 (2004), "Standard Test Methods for Properties of Continuous Filament Carbon and Graphite Fiber Tows", and having a minimum strand strength and other mechanical properties as specified for each cylinder design by the cylinder manufacturer. In all cases, the tensile strength does not exceed 5 360 MPa, the modulus of elasticity does not exceed 290 GPa, and the strain to failure is not less than 1 percent, as determined by testing conducted by the independent inspector;

(n) the requirement for the calculated shear strength of at least 10 times the shear stress at the test pressure in Clause 4.3.5 of CSA B339-08 does not apply to design W303TDG450G6N;

(o) the calculated shear strength for design W303TDG450G6N is at least 6.24 times the shear stress at the test pressure;

(p) in relation to the design qualification test requirements specified in

Clause 9.13 of CSA B339-08:

(i) it is not required that each test cylinder be subjected to a vertical bonfire test, as specified in Clause 9.13.7 of CSA B339-08. However, at least two cylinders, representative of each new design, are subjected to the horizontal bonfire test as follows:

(A)the cylinders are fitted with a pressure-relief device (PRD) and charged with the intended lading to the prescribed filling pressure. Charging with air or nitrogen to service pressure is permitted. Fire for tests is generated by propane,

(B)the cylinders are equipped with four thermocouples positioned in the following arrangement:

a. one in the PRD,

b. one at ¼ the length of the cylinder,

c. one at ¾ the length of the cylinder, and

d. one on the tail end of the cylinder,

(C) time-temperature and time-pressure readings are recorded at 30 s intervals from the start of the fire until venting is completed,

CONDITIONS

(D) the fire is capable of impinging the entire length of the cylinders, when in the horizontal position, and of producing a temperature of 648ºCin 5 minutes. The flame does not impinge directly on any relief device. Shielding of pressure relief devices with a metal plate is permitted,

(E) the cylinders are exposed to the fire until completely vented,

(F) the tests results are unacceptable if the contents vent from any location other than through a pressure-relief device, and

(G) after passing the fire test, each cylinder is tested hydrostatically to destruction and the burst pressure recorded,

(ii) at least two cylinders, representative of each new design are subjected to a flaw test in accordance with Clause 8.5.7 of International Standard ISO11119-2:2002(E), "Gas Cylinders of composite construction -Specifications and test methods - Part 2: Fully wrapped fibre reinforced composite gas cylinders with load-sharing metal liners",

(iii) the drop test required by Clause 9.13.8 of CSA B339-08 does not apply provided that at least one cylinder, representative of each new design is subjected to a drop test in accordance with Clause 8.5.8 of International Standard ISO11119-2:2002(E), "Gas Cylinders of composite construction -Specifications and test methods - Part 2: Fully wrapped fibre reinforced composite gas cylinders with load-sharing metal liners",

(iv) the certificate holder submits calculations in accordance with Clause 4.2.2 of CSA B339-08 for each new design;

(q) the test reports are retained by the manufacturer and by the inspector for the service life of the cylinders;

(r) the Transport Canada mark, the specification designation, and the service pressure marked on each cylinder is: "TC-SU 6039-" followed by the service pressure expressed in bar;

(s) the requalification period is 5 years;

(t) subject to condition (u) of this certificate, the acceptance criteria for cuts, abrasions and impact damage specified in CGA Publication C-6.2 do not apply;

CONDITIONS

(u) the acceptance criteria for cuts, abrasions, and impact damage are as specified in section 4.4 of the Dynetek Cylinder and Components Operations Manual Vehicle Applications, dated December 2006;

(v) rework shall be performed in accordance with the requirements specified in Appendix E of the Dynetek Cylinder and Components Operations Manual Vehicle Applications, dated December 2006;

(w) the certificate holder reports any incident involving loss of contents or failure of the cylinders to the Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada; and

(x) prior to applying for renewal of this certificate, the certificate holder reports a summary of the cylinder manufacturing and performance experience to the Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada.

This Equivalency Certificate serves as the registration of Luxfer Canada Limited pursuant to Clause 25.2 of CSA B339-08, to manufacture cylinders of the designs specified herein. Luxfer Canada Limited's registered mark pursuant to CSA B339-08 is:

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate allows for the manufacture and use of fully-wrapped carbon-fibre reinforced aluminium-lined cylinders which are manifolded and permanently mounted within a protective framework for the transport of compressed gases. Aside from certain exceptions provided by this certificate, the cylinders comply with the TC-3CCM specification, a new cylinder specification authorized by the CSA Standard B339-08.
