CONDITIONS

This Equivalency Certificate authorizes Sigma-Aldrich Canada Co., to handle, offer for transport or transport and authorizes any person to handle or transport on behalf of the certificate holder, by road or railway vehicle, by aircraft or by ship on a domestic voyage, dangerous goods that are liquid desensitized explosives in a manner that is not in compliance with sections 2.3 and 2.9 of the Transportation of Dangerous Goods Regulations, if:

(a) the dangerous goods are 1H-Tetrazole, which is dissolved or suspended in acetonitrile to form a homogeneous liquid mixture that suppresses its explosive properties;

(b) the dangerous goods are described as UN1993, FLAMMABLE LIQUID, N.O.S, (1H‑TETRAZOLE SOLUTION IN ACETONITRILE), Class 3, Packing Group II or as UN1993, FLAMMABLE LIQUID, N.O.S, (1H‑TETRAZOLE, 3.18% BY MASS IN ACETONITRILE), Class 3, Packing Group II;

CONDITIONS

(c) for the purpose of clause 3.5(1)(c)(i)(A) of Part 3 (Documentation), and subsections 4.11(2) and 4.11(3) of Part 4 (Dangerous Goods Safety Marks) of the Transportation of Dangerous Goods Regulations, the technical name "1H‑TETRAZOLE SOLUTION IN ACETONITRILE" or "1H‑TETRAZOLE, 3.18% BY MASS IN ACETONITRILE" must be used;

(d) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(e) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 5985 (Ren. 11)"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate allows the applicant to transport a solution of 1H‑Tetrazole as a FLAMMABLE LIQUID. In a solution where the explosive properties are suppressed, it becomes a desensitized explosive meeting the classification criteria of a flammable liquid.

The Transportation of Dangerous Goods Regulations have been amended to add the new and more accurate shipping name, UN3379, DESENSITIZED EXPLOSIVE, LIQUID, N.O.S., Class 3, Packing Group I. Please note that Equivalency Certificate SU 5985 (Ren. 11), which authorizes the use of UN1993, FLAMMABLE LIQUID, N.O.S. to classify the solution of 1H‑Tetrazole, will not be renewed after its expiry date of January 31, 2019. Sigma-Aldrich Canada Co. will need to properly classify the dangerous goods as UN3379.
