CONDITIONS

This Equivalency Certificate authorizes the Department of National Defence to offer for transport in Canada and authorizes any person to handle, offer for transport or transport in Canada on behalf of the certificate holder, by road or railway vehicle, by aircraft or by ship, cylinders in a manner that does not comply with sections 5.1 and 5.2, subparagraphs 5.10(1)(a)(i) and 5.10(1)(b)(i), paragraph 5.10(1)(c), subparagraph 5.10(1)(d)(i), and subsection 5.10(2) of the Transportation of Dangerous Goods Regulations, if:

Selection and Use

(a) Subject to conditions (b) to (j) of this certificate, the requirements of CSA B340-08, "Selection and use of cylinders, spheres, tubes, and other containers for the transportation of dangerous goods, Class 2"

(b) the cylinders are used to contain Bromotrifluoromethane, Class 2.2, UN1009, commonly known as Halon 1301, for use in fire suppression systems;

(c) the serial numbers of the cylinders are specified in Appendix A of this certificate;

CONDITIONS

Manufacture and Requalification

(d) the cylinders were manufactured in accordance with the requirements for specification BS5045/1/CM containers set out in British Standard BS5045: Part 1: 1982,Transportable gas containers, Part 1. Specification for seamless steel gas containers above 0.5 litre water capacity, dated December 1982, amended August 1986, January 1991, and November 1993;

(e) ) the cylinders were manufactured in accordance with Ginge-Kerr drawing No. 24-16-467-99-C03 (67.5 L), drawing No. 24-16-467-99-C13 (45 L), or drawing No. 24-16-467-99-C07 (8.04 L) filed by the Department of National Defence with the Transport Dangerous Goods Directorate, Transport Canada;

(f) the water capacity for each cylinder does not exceed 70.875 L;

(g) the cylinders have a maximum service pressure of 125 bar;

Requalification

(h) the requalification period for the cylinders is 5 years;

(i) before filling a cylinder, it is inspected to verify through its markings that the cylinder is not due for requalification;

(j) cylinders due for requalification are hydrostatically retested as follows:

(i) each cylinder is subject to a hydrostatic test performed in accordance with the water jacket method specified in CGA C-1, Hydrostatic Testing of Compressed Gas Cylinders, published by the Compressed Gas Association, Inc., dated 2006,

(ii) each cylinder is tested hydrostatically to 2 times its service pressure and has its volumetric expansion measured, and

(iii) a cylinder is removed from service if the permanent expansion at retest

exceeds 5% of the total expansion;

(k) the cylinders are requalified by a facility registered pursuant to Clause 25 of CSA B339-08, Cylinders, spheres, and tubes for the transportation of dangerous goods, March 2008, cited in the rest of this certificate as CAN/CSA B339-08;

CONDITIONS

(l) following requalification, each cylinder is marked in accordance with Clause 24.6 of CAN/CSA-B339-02;

(m) the cylinders are accompanied by a shipping document that includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 4757 (Ren. 3)"

(n) upon application for a renewal of this certificate, the certificate holder reports a summary of the cylinder performance experience to the Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations not specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes non-TC-specification cylinders that are owned and used solely by the Department of National Defence to be handled, offered for transport, or transported without accompaniment by an employee of the Department of National Defence, for the purpose of filling the cylinders, requalifying the cylinders, or transporting the cylinders to and from the filler or requalifier.
