This Equivalency Certificate authorizes the members of the Compressed Gas Association Inc., to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the members of the Compressed Gas Association Inc., by road vehicle or by ship on a domestic voyage, dangerous goods that are:

• UN1953, COMPRESSED GAS, TOXIC, FLAMMABLE, N.O.S., Class 2.3(2.1);

• UN1955, COMPRESSED GAS, TOXIC, N.O.S., Class 2.3;

• UN3160 LIQUEFIED GAS, TOXIC, FLAMMABLE, N.O.S., Class 2.3(2.1); or

• UN3162, LIQUEFIED GAS, TOXIC, N.O.S., Class 2.3,

in a manner that does not comply with subsections 2.2(1), 4.11(2), and clause 3.5(1)(c)(ii)(A) of the Transportation of Dangerous Goods Regulations if:

(a) the cylinder has a capacity not greater than 450 L with an internal absolute pressure greater than 275 kPa;

(b) the gases that are impossible to identify are described as stated in the preamble to this certificate;

(c) the Compressed Gas Association Inc., ensures that a copy of this Equivalency Certificate is provided to all members of the Compressed Gas Association Inc.;

(d) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the members of the Compressed Gas Association Inc., ensure that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(e) a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods; and

(f) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 3999 (Ren. 12)"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

The gases contained in the cylinders addressed in this certificate are unknown. There are no labels or other identification decals on the cylinders and the valve is not product specific. Consequently, chemical analysis must be done to identify the gases and this involves transportation to an appropriate laboratory. This certificate allows the use of a shipping name and classification describing a worst case scenario.
