This Equivalency Certificate authorizes the members of the Compressed Gas Association, Inc., listed in Appendix A to this certificate, to handle, offer for transport or transport by road or railway vehicle, or by ship on a domestic voyage, dangerous goods that are mixtures of flammable or oxidizing gases in a manner that does not comply with paragraphs 2.14(a) and 2.24(a) of the Transportation of Dangerous Goods Regulations if the classification of the dangerous goods is done in accordance with the Compressed Gas Association (CGA) publication P-23 entitled "CGA-P-23-2008, Standard for Categorizing Gas Mixtures Containing Flammable

and Nonflammable Components", or in accordance with the International Standard ISO 10156 entitled "Gas and gas mixtures - Determination of fire potential and oxidizing ability for the selection of cylinder valve outlets", published by the International Organization for Standardization (ISO) and dated 2010 (including Technical Corrigendum 1 to ISO 10156:2010, published in 2010).

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

The applicant, in justifying the need for this certificate, stated that a great deal of work has been done by industry with respect to the classification of gas mixtures. This work is reflected in the standards published by the International Organization for Standardization and is cited in this certificate. These standards were adopted by the UN Committee of Experts. It was felt that a certificate could be provided to the Compressed Gas Association, Inc. that would allow them to use these standards to classify gas mixtures since the standards lead the person who classifies to the same result as that person would obtain following the Transportation of Dangerous Goods Regulations. This certificate provides an option for the members of the Association to classify gas mixtures in accordance with the CGA or ISO standards cited in this certificate or the members can choose to continue to comply with the Transportation of Dangerous Goods Regulations. It is likely that a future amendment to the Transportation of Dangerous Goods Regulations will provide such a choice i.e., the standards or the criteria set out in the Transportation of Dangerous Goods Regulations now and this "either/or" approach would be in line with the UN Recommendations.
