CONDITIONS

This Equivalency Certificate authorizes the Department of the Environment - Emissions Research and Measurement Section, to handle, offer for transport or transport, and authorizes any person to handle, or transport on behalf of the certificate holder, by road vehicle or by ship on a domestic voyage, dangerous goods that are UN 1954, COMPRESSED GAS, FLAMMABLE, N.O.S. (hydrogen, helium), Class 2.1, in a manner that does not comply with subsection 5.1(3) of the Transportation of Dangerous Goods Regulations, if:

(a) each cylinder used for the operation of the Flame Ionization Detector, meets the requirements of Part 5 of the Transportation of Dangerous Goods Regulations;

(b) the cylinder used for the operation of the Flame Ionization Detector must be secured to the means of transport or within the vented part of the Flame Ionization Detector, so that under normal conditions of transport, including handling, there will be no accidental release of the dangerous goods that could endanger public safety;

(c) the gas mixture flow rate to the Flame Ionization Detector is limited to that sufficient to operate the instrument;

(d) additional cylinders are equipped with valve protection caps and are secured to the means of transport so that under normal conditions of transport, including handling, there will be no accidental release of the dangerous goods that could endanger public safety;

(e) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 12358"

(f) a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the certificate holder to transport cylinders of UN 1954, COMPRESSED GAS, FLAMMABLE, N.O.S. (hydrogen, helium), Class 2.1, in a manner that does not comply with subsection 5.1(3) of the Transportation of Dangerous Goods Regulations. During transport, the valve on the cylinder is open and the hydrogen/helium gas mixture is released to operate the Flame Ionization detector which is part of a Portable Emissions Measurement System.
