CONDITIONS

This Equivalency Certificate authorizes Diamondback Industries, Inc., to handle, offer for transport or transport, and authorizes any person to handle or transport by road vehicle, dangerous goods that are UN0499, Propellant Solid, Class 1.3C, Packing Group II, under an alternate shipping name that is listed in Column 2 of Schedule 1 of the Transportation of Dangerous Goods Regulations, if:

(a) where applicable, under the Transportation of Dangerous Goods Regulations, the following information is used:

(i) the product identification number "UN3178",

(ii) the shipping name "Flammable Solid, inorganic, N.O.S.

(Propellant Pellets)",

(iii) the classification "4.1",

(iv) the packing group number "II";

(b) the inner packaging is composed of one pellet, weighing a maximum of 6 grams, that is contained inside a sealed foil/plastic laminate bag;

CONDITIONS

(c) the outer packaging is composed of a UN 4G box, containing a maximum of 20 inner packagings, that are arranged and protected so as to prevent the simultaneous ignition of the contents of the outer packaging;

(d) the dangerous goods are classified and authorized in accordance with the Explosives Act;

(e) the applicable requirements of Standard CGSB 43.151-2012, "Packaging, handling, offering for transport and transport of Explosives (Class 1)", October 2012, for Explosives Packing Instruction EP14(b) are complied with;

(f) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods are trained in regards to the conditions of this Equivalency Certificate;

(g) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly marked:

(i) "Equivalency Certificate No. SH 12285",

(ii) "Dangerous Goods subject to the Explosives Act in Canada".

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the certificate holder to handle, offer for transport or transport propellant pellets as Class 4.1 (flammable solid) in specific packaging. The inner packaging is arranged and protected so as to prevent the simultaneous ignition of the contents of the outer packaging resulting in the reduction of the hazards associated to the transportation of this dangerous good.
