CONDITIONS

This Equivalency Certificate authorizes Carbide Industries LLC, to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by road or railway vehicle, dangerous goods that are UN1402, CALCIUM CARBIDE, Class 4.3, Packing Group I in a manner that does not comply with subparagraphs 5.14 (a)(i) and 5.14 (b)(i) of the Transportation of Dangerous Goods Regulations, if:

(a) the means of containment is a water-tight, closed-top, sift-proof metal bin with a prismatic cross section;

(b) the means of containment has a capacity less than or equal to 2100 L and a nominal wall thickness of 6.35 mm;

(c) at intervals not to exceed five years since the last inspection and leak test, the means of containment shall be:

(i) visually inspected internally and externally by the certificate holder or his delegate for evidence of dents, corrosion, damage, abrasion, leakage or any other condition that might render the means of containment unsafe for transport,

(ii) leak tested at a pressure of not less than 20 kPa by the certificate holder or his delegate for evidence of leakage or any other deficiency that would render the means of containment unsafe for transport;

CONDITIONS

(d) air shall be eliminated from the vapour space of the means of containment using nitrogen or another inert material;

(e) the means of containment shall be durably and legibly marked with the Equivalency Certificate number "SU 11897";

(f) a written report of any incident or release of dangerous goods that involves the means of containment described above must be filed by the certificate holder with the Executive Director, Regulatory Affairs Branch, Transportation of Dangerous Goods Directorate, Transport Canada;

(g) the means of containment is not used to transport UN1402, CALCIUM CARBIDE, Class 4.3, Packing Group I, after April 30, 2022; and

(h) the shipping document includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 11897"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate allows for transport of dangerous goods UN1402, CALCIUM CARBIDE, Class 4.3, Packing Group I, in non-standardized Intermediate Bulk Containers (IBCs), in a manner that does not comply with subparagraphs 5.14 (a)(i) and 5.14 (b)(i) of the Transportation of Dangerous Goods Regulations.

This equivalency certificate allows a transition period towards compliance with the Transportation of Dangerous Goods Regulations. It will not be renewed after April 30, 2022.
