Explanatory Note

This Equivalency Certificate authorizes the transportation of certain dangerous goods specified in Appendix A when they are contained in a core of steel tubing, wound on a reel or within a cage, secured on a pallet and completely enclosed in water vapor-resistant plastic sheeting or shrink wrap. The core-filled tubing must be water vapor resistant as some of the substances filling the tubing are water reactive. The listed substances are approved for transportation in most types of IBC's as given in National Standard of Canada CAN/CGSB-43.146-2002, "Design, Manufacture and Use of Intermediate Bulk Containers for the Transportation of Dangerous Goods", January 2002, under Packing Instructions 6, 7 or 8. The proposed packaging design covers the packing requirements of siftproofness and water resistance. Although it is not tested under the requirements of the standard, the proposed packaging is constructed in such a way that only very limited quantities of dangerous goods would be exposed should the steel tube be damaged or compromised (a maximum weight of 1kg per metre). The level of safety is not affected when compared to the permitted bulk quantities in an IBC.
