CONDITIONS

This Equivalency Certificate authorizes Cascade Services 2006 Ltd., Cascade Services LP, Jacar Energy Services, and Majestic Oilfield Services to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by road vehicle, dangerous goods that are UN2929, TOXIC LIQUID, FLAMMABLE, ORGANIC, N.O.S. (alkanolamine/aldehyde condensate, methanol), Class 6.1(3), Packing Group II, in a manner that does not comply with Part 3 (Documentation) and Part 5 (Means of Containment) of the Transportation of Dangerous Goods Regulations, if:

(a) the means of containment containing the dangerous goods is a non‑specification means of containment, having a total capacity of 350 L;

(b) the means of containment containing the dangerous goods is permanently mounted on a truck chassis or trailer, is not intended for the transportation of dangerous goods, and the presence of dangerous goods is used to absorb hydrogen sulfide during the transportation of petroleum sour crude oil;

CONDITIONS

(c) the means of containment is designed, constructed, closed, secured, and maintained so that under normal conditions of transport, including handling, there will be no accidental release of dangerous goods that could endanger public safety;

(d) the total quantity of dangerous goods contained in the non‑specification means of containment is less than or equal to 150 L;

(e) the dangerous goods safety marks required in sections 4.10, 4.11, and 4.12 of the Transportation of Dangerous Goods Regulations are displayed on the means of containment;

(f) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(g) a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the transportation of dangerous goods that are UN2929, TOXIC LIQUID, FLAMMABLE, ORGANIC, N.O.S. (alkanolamine/aldehyde condensate, methanol), Class 6.1(3), Packing Group II, in a non‑specification means of containment. The dangerous goods contained in the non-specification means of containment is used to absorb hydrogen sulfide during the transportation of petroleum sour crude oil. This Equivalency Certificate also authorizes the certificate holder to transport the dangerous goods without complying with Part 3 (Documentation) of the Transportation of Dangerous Goods Regulations.
