CONDITIONS

This Equivalency Certificate authorizes A.S.A.P. Heating & Well Servicing Corp., to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by road vehicle, dangerous goods consisting of mixed oilfield production fluids, which is impractical to classify in the field, in a manner that does not comply with Part 2 of the Transportation of Dangerous Goods Regulations, under the following conditions:

(a) the dangerous goods are classified as UN2924, FLAMMABLE LIQUID, CORROSIVE, N.O.S., Class 3(8), Packing Group II;

(b) the dangerous goods are contained in a large means of containment that is in compliance with Part 5 of the Transportation of Dangerous Goods Regulations and that is designed to be loaded by vacuum with a Maximum Allowable Working Pressure (MAWP) greater than or equal to 172 kPa (25 psi);

(c) the means of containment containing the dangerous goods has displayed on it the appropriate dangerous goods safety marks for UN2924 as per Part 4 of the Transportation of Dangerous Goods Regulations;

(d) the shipping document that accompanies the dangerous goods includes the information required as per section 3.5 of the Transportation of Dangerous Goods Regulations except for clause 3.5(1)(c)(i)(A), as well as the following information legibly and indelibly printed:

(i) "Equivalency Certificate No. SH 11564 (Ren. 1)",

(ii) the words "UN2924, MIXED OILFIELD PRODUCTION FLUIDS: TREAT AS FLAMMABLE LIQUID, CORROSIVE, N.O.S., CLASS 3(8), PACKING GROUP II - MAY RELEASE HAZARDOUS VAPOUR";

(e) the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate.

For the purpose of sections 8.1 and 8.3 of the Transportation of Dangerous Goods Regulations, the dangerous goods shall be deemed to be FLAMMABLE LIQUIDS, CORROSIVE, N.O.S.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate allows relief from Part 2 of the Transportation of Dangerous Goods Regulations for the handling, offering for transport or transporting of mixed oilfield production fluids. Due to the nature of oilfield production fluids and the variance in composition, the dangerous goods are classified as UN2924, FLAMMABLE LIQUID, CORROSIVE, N.O.S., Class 3(8), Packing Group II, which represent the "worst case scenario".
