CONDITIONS

This Equivalency Certificate authorizes the members of the Canadian Propane Association to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the members of the Canadian Propane Association, by road vehicle or by ship on a domestic voyage, dangerous goods that are UN1075, LIQUEFIED PETROLEUM GASES, Class 2.1, or UN1978, PROPANE, Class 2.1, in means of containment, in a manner that does not comply with sections 4.10, 4.11, and 4.12 of the Transportation of Dangerous Goods Regulations, if:

(a) the means of containment are transported to the member of the Canadian Propane Association's facility to be inspected, requalified, refilled, recycled, and/or disposed;

(b) despite section 4.16.1 of the Transportation of Dangerous Goods Regulations, the road vehicle, transporting the dangerous goods, has displayed on each side and at each end of the road vehicle, a placard that corresponds to a placard set out in the Appendix to Part 4 (Dangerous Goods Safety Marks) of the Transportation of Dangerous Goods Regulations;

(c) all valves on the cylinders are securely closed before transportation;

CONDITIONS

(d) each cylinder is visually inspected and deemed to be safe before transportation;

(e) the Canadian Propane Association ensures that a copy of this Equivalency Certificate is provided to all members of the Canadian Propane Association;

(f) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the members of the Canadian Propane Association ensure that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(g) a copy of this Equivalency Certificate accompanies the dangerous goods, or the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 11248 (Ren. 3)"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the members of the Canadian Propane Association to transport propane cylinders without having to display the dangerous goods safety marks required for small means of containment. The barbecue type cylinders are collected at corner stores, service stations, grocery stores or hardware stores and are transported to the member of the Canadian Propane Association's facility to be inspected, requalified, refilled, recycled, and/or disposed.
