CONDITIONS

This Equivalency Certificate authorizes Kenn Borek Air Ltd., to handle or transport, by cargo aircraft operated under Subparts 2 to 5 of Part VII of the Canadian Aviation Regulations, dangerous goods that are UN0081, EXPLOSIVE, BLASTING, TYPE A, Class 1.1D; UN0331, EXPLOSIVE, BLASTING, TYPE B, Class 1.5D; UN0332, EXPLOSIVE, BLASTING, TYPE E, Class 1.5D; or UN0360, DETONATOR ASSEMBLIES, NON-ELECTRIC for blasting, Class 1.1B, in a manner that does not comply with columns 12 and 13 of Table 3‑1, Dangerous Goods List, in Chapter 2 of Part 3 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, referred to in section 12.1 of the Transportation of Dangerous Goods Regulations, if:

(a) the dangerous goods are packaged as per Packing Instruction 116 (UN0081, UN0331, UN0332) and Packing Instruction 131 (UN0360) of the Technical Instructions for the Safe Transport of Dangerous Goods by Air;

(b)the dangerous goods are transported between Frobisher Bay Airport, Iqaluit, Nunavut, and Discovery Base Camp located at 64N - 66W (geographical coordinates);

CONDITIONS

(c) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed :

"Equivalency Certificate No. SA 11184 (Ren. 2)"

(d) the air operator ensures that the personnel handling and transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate and a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate allows the transportation of explosives in remote areas accessible by aircraft on board a Canadian registered aircraft. The dangerous goods are forbidden for transport as per the Technical Instructions for the Safe Transport of Dangerous Goods by Air.
