This Equivalency Certificate authorizes Bubble Technology Industries Inc., to sell, offer for sale, distribute, or deliver and authorizes any person to handle, offer for transport, transport, or import, by road or railway vehicle, by aircraft or by ship, on behalf of the certificate holder, dangerous goods in a means of containment in a manner that does not comply with subsections 5.1(1) and 5.1(2), section 5.2, subparagraphs 5.10(1)(a)(i) and 5.10(1)(b)(i), paragraph 5.10(1)(c), subparagraph 5.10(1)(d)(i), and subsection 5.10(2) of the Transportation of Dangerous Goods Regulations, if:

(a) the means of containment are non-refillable stainless steel containers with a maximum operating gauge pressure of 856 kPa at 25 °C;

(b) each container is filled with Compressed gas, n.o.s. (Helium / Argon / Methane), Class 2.2, UN1956;

(c) before filling, each container is visually inspected and shows no defects;

(d) each container is designed and manufactured in accordance with the procedures, specifications and drawings described in documents numbers E500-02I-A and

E500-03I-A, filed by the certificate holder with the Transport Dangerous Goods Directorate;

(e) each container is proof-tested pneumatically to not less than 4 times the maximum operating gauge pressure at 25°C for at least 30 minutes while placed in a vacuum vessel, which is evacuated to the roughing pump ultimate pressure of 1 to 10 mTorr, and shows no defects and no net vacuum excursion exceeding 5 mTorr;

(f) each container is evacuated to a pressure of 10-8 Torr to 10-9 Torr while being simultaneously baked to 110ºC for a minimum of 24 hours to purge the container of moisture and subsequent leak testing at a vacuum pressure of 10-8 Torr to 10-9 Torr using a residual gas analyzer does not indicate a partial oxygen pressure exceeding 10% of the total (high vacuum) pressure;

(g) each container is transported in a strong outside packaging capable of withstanding a drop test from a height of 1.2 m without breakage of the container or of the outside packaging; and

(h) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 11162"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the transport of non-refillable neutron radiation detectors designed for use as part of an instrument package. The certificate holder has demonstrated that when designed and manufactured under the conditions stipulated herein, the containers could be used with equivalent safety.
