CONDITIONS

ROAD, MARINE

1. This Equivalency Certificate authorizes Freshwater Fisheries Society of BC, to handle, offer for transport or transport, and authorizes any person to handle

or transport on behalf of the certificate holder, by road vehicle or by ship on a domestic voyage, dangerous goods that are UN1072, OXYGEN, COMPRESSED, Class 2.2(5.1), in a manner that does not comply with subsection 5.1(3) of the Transportation of Dangerous Goods Regulations, if:

(a) each cylinder used meets the requirements of Part 5 (Means of Containment) of the Transportation of Dangerous Goods Regulations;

(b) the cylinder is equipped with a valve protection cap;

(c) the cylinder and regulator are restrained and protected within the equipment;

(d) the regulator used has a maximum flow rate of not more than five litres per minute;

(e) the oxygen flow rate to the container is limited to that sufficient to provide life support to the aquatic animals;

(f) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(g) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 11032 (Ren. 4)"

2. This Equivalency Certificate also authorizes Freshwater Fisheries Society of BC, to handle, offer for transport or transport, and authorizes any person to handle or transport, by aircraft, dangerous goods that are UN1072, OXYGEN, COMPRESSED, Class 2.2(5.1), in accordance with Special Provision A302 of the Supplement to the Technical Instructions for the Safe Transport of Dangerous Goods by Air, if:

(a) the cylinder or cylinder valve is fitted with a self-sealing device to prevent uncontrolled release of oxygen should the regulator malfunction or be broken or damaged;

(b) the cylinder meets those parts of Packing Instruction 200 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air, which apply, except for the need for valves to be closed;

(c) the water container with the attached cylinder (transportation unit)

is engineered and constructed to withstand all anticipated loads;

(d) the water container is equipped with a lid to prevent any leakage of water;

(e) the cylinder and regulator are restrained and protected within the equipment;

(f) the oxygen flow rate to the container is limited to that sufficient to provide life support to the aquatic animals;

CONDITIONS

(g) the quantity of oxygen provided does not exceed 150 percent of the oxygen required for the normal duration of air transport;

(h) only one cylinder is to be carried for each 15 cubic meters of gross cargo hold volume. In no circumstances is the rate of oxygen flow from the cylinder to exceed one litre per minute per five cubic meters of gross cargo hold volume;

(i) each cylinder used meets the requirements of Part 5 (Means of Containment) of the Transportation of Dangerous Goods Regulations;

(j) a copy of this Equivalency Certificate accompanies the dangerous goods during transport;

(k) the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(l) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 11032 (Ren. 4)"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the certificate holder to transport cylinders of UN1072, OXYGEN, COMPRESSED, Class 2.2(5.1), in a manner that does not comply with subsection 5.1(3)of the Transportation of Dangerous Goods Regulations. During transport, the valve on the cylinder is open and the oxygen is released to provide life support to the aquatic animals.

This Equivalency Certificate also authorizes the certificate holder to transport cylinders of UN1072, OXYGEN, COMPRESSED, Class 2.2(5.1), in accordance with Special Provision A302 of the Supplement to the Technical Instructions for the Safe Transport of Dangerous Goods by Air.
