This Equivalency Certificate authorizes Implosive Sleeves Corporation, to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by road or railway vehicle, or by ship on a domestic voyage, dangerous goods that are UN0442, CHARGES, EXPLOSIVE, COMMERCIAL without detonator, Class 1.1D, Packing Group II, in a manner that does not comply with Parts 4, 7, and 10 of theTransportation of Dangerous Goods Regulations, if:

(a) the dangerous goods are manufactured by VP Metall AS, and are authorized in accordance with the Explosives Act under the following trade names and part numbers:

(i) Dead End Joint - 61929XX,

(ii) Full Tension Joint - 61919XX,

(iii) Jumper Terminal - 61939XX, or

(iv) Special (Full Tension Repair Joint) - 61999XX;

(b) the dangerous goods are packaged in:

(i) UN standardized fibreboard boxes, UN code 4G, registered as "fibreboard box 140" under Transport Canada Certificate of Registration number 2‑3066, each consisting of 2 articles placed 185 mm apart, centre to centre, and held in place at each end by a corrugated cardboard insert, and

(ii) an intermodal container with dimensions of 2.4 m width, 2.4 m height, and 12.2 m length, interior walls lined with particleboard, and 8 ventilation openings with dimensions of 250 mm length and 305 mm width evenly spaced across both sides, consisting of 13 columns of the UN standardized fibreboard boxes on pallets, where each column consists of 45 boxes arranged five rows across and nine layers high, with each layer separated by 50 mm cardboard spacers;

(c) despite the classification of the dangerous goods, the requirements of Part 4 (Dangerous Goods Safety Marks), Part 7 (Emergency Response Assistance Plan), and Part 10 (Rail) of the Transportation of Dangerous Goods Regulations relating to UN0444, CHARGES, EXPLOSIVE, COMMERCIAL without detonator, Class 1.4D, Packing Group II, are complied with;

(d) the intermodal container is marked "SU 11023" in characters not less

than 50 mm in height; and

(e) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly marked

"Equivalency Certificate No. SU 11023 (Ren. 1)"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulations not specifically addressed in this certificate.

Explanatory Note

The applicant has demonstrated that these UN0442, Class 1.1D dangerous goods will have a hazard comparable to Class 1.4 explosives, in the specific packaging arrangement in an intermodal container. Displaying dangerous goods safety marks, ERAP, and rail car placement are permitted in accordance with UN0444, Class 1.4D requirements.
