CONDITIONS

This Equivalency Certificate authorizes General Dynamics Ordnance and Tactical Systems-Canada Valleyfield Inc., to handle, offer for transport or transport, and authorizes any person to handle or transport on behalf of the certificate holder, by road or railway vehicle, or by ship on a domestic voyage, dangerous goods that are UN1336, NITROGUANIDINE, WETTED with not less than 20 per cent water, by mass, Class 4.1, Packing Group I, in a manner that does not comply with Special Provision 38 of the Transportation of Dangerous Goods Regulations, if:

(a) the dangerous goods are packaged in a UN Standardized combination packaging tested for the Packing Group I level of performance that consists of a woven plastic Flexible Intermediate Bulk Container (FIBC) fitted with an integral plastic film liner placed inside a Regular Slotted Container (RSC) made of triple-wall fiberboard;

(b) the plastic liner, FIBC, and RSC are closed as specified in the design-type report established for the UN Standardized combination packaging; and

(c) the net mass of dangerous goods is less than or equal to 400 kg;

CONDITIONS

(d) the shipping document includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 11021 (Ren. 2)"

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulations not specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the transportation of UN1336, NITROGUANIDINE, WETTED with not less than 20 per cent water, by mass, Class 4.1, Packing Group I, in a manner that does not comply with Special Provision 38of the Transportation of Dangerous Goods Regulations.

The packaging and safety marks comply with the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) that apply where the packages originate. The packaging and safety marks also comply with the International Maritime Dangerous Goods Code applicable to the voyage by ship and the UN Recommendations on the Transportation of Dangerous Goods. The Explosive Regulatory Division of NRCan agrees with the classification and packaging of this product. The level of safety is not affected as far as the packaging is concerned.
