CONDITIONS

This Equivalency Certificate authorizes Procter & Gamble Company and its subsidiaries, including The Gillette Company, to sell, offer for sale, distribute or deliver, and authorizes any person to handle, offer for transport, transport, or import, by road or railway vehicle, by aircraft or by ship on a domestic voyage, dangerous goods that are AEROSOLS, non-flammable, Class 2.2, UN1950, in a manner that does not comply with subparagraphs 5.10(1)(a)(i), 5.10(1)(b)(i), 5.10(1)(c)(i), and 5.10(1)(d)(i) and section 5.11 of the Transportation of Dangerous Goods Regulations, if:

(a) subject to conditions (b) to (j) of this certificate, the requirements of the Canadian General Standards Board, CGSB-43.123-2010, "Aerosol Containers and Gas Cartridges for Transport of Dangerous Goods", June 2010, cited in the rest of this certificate as CGSB-43.123-2010, are complied with;

(b) the internal pressure of the aerosol containers at 55 ºC, when filled for transport, does not exceed 621 kPa;

(c) the aerosol containers are manufactured in accordance with the containers described in the application filed by the certificate holder with the Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada;

CONDITIONS

(d) the requirements of Clauses 8.1.3 and 8.1.4 of CGSB-43.123-2010 do not apply:

(e) prior to filling, each aerosol container is subjected to an internal pressure test of 621 kPa. Any container that shows evidence of distortion, leakage at a rate equal to or greater than 4 ml per second, or any other defect, is condemned;

(f) each aerosol container is filled at the Andover Manufacturing Center, P&G Beauty Care, 30 Burtt Road, Andover, MA, USA;

(g) each aerosol container is installed with a bag-on-valve system that uses compressed air as the propellant;

(h) quality control ensures that the initial propellant pressure, prior to valve crimping and the final pressure, after product filling of each aerosol container are within the pressure ranges specified for the product, as filed by the certificate holder with the Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada on October 3, 2012;

(i) once filled, each aerosol container is measured for leakage and will be condemned if the leakage rate is equal to or greater than 0.1 ml per second;

(j) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

"Equivalency Certificate No. SU 10918 (Ren. 1)"

(k) the certificate holder reports any incident involving loss of contents or failure of the aerosol containers to the Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

The certificate holder has demonstrated that their alternative to the hot-water bath test provides at least an equivalent level of safety for bag-on-valve aerosol containers using compressed air propellant.
