CONDITIONS

This Equivalency Certificate authorizes the members of the Sporting Arms and Ammunition Manufacturers' Institute, Inc. (SAAMI), to handle, offer for transport or transport, and authorizes any person to subsequently handle, offer for transport, transport or import, by road or railway vehicle, or by ship, dangerous goods that are UN0012, CARTRIDGES FOR WEAPONS, INERT PROJECTILE or CARTRIDGES, SMALL ARMS, Class 1.4S, Packing Group II, UN0014, CARTRIDGES FOR WEAPONS, BLANK, or CARTRIDGES, SMALL ARMS, BLANK or CARTRIDGES FOR TOOLS, BLANK, Class 1.4S, Packing Group II, or UN0055, CASES, CARTRIDGE, EMPTY, WITH PRIMER, Class 1.4S, Packing Group II, in a manner that does not comply with special provision 125(e) of the Transportation of Dangerous Goods Regulations, under the following conditions:

(a) the dangerous goods are handled, offered for transport or transported in accordance with subsections 1.17 (2) to (4) of Part 1 of the Transportation of Dangerous Goods Regulations;

(b) the explosives are classified and authorized in accordance with the document XP5000-7-2E "Cartridges, Classification and Authorization, General and Detailed Requirements for Type C Explosives", December 2010, published by the Explosives Regulatory Division of Natural Resources Canada;

CONDITIONS

(c) the dangerous goods are contained in inner means of containment that are placed in a strong outer means of containment designed, constructed, filled, closed, secured and maintained so that under normal conditions of transport, including handling, there will be no accidental release of the dangerous goods that could endanger public safety;

(d) each inner means of containment has a gross mass less than or equal to 5 kg;

(e) the outer means of containment has a gross mass less than or equal to 30 kg;

(f) the outer means of containment is not required to be capable of passing a test in accordance with Test Series 6(d) of Part I of the Manual of Tests and Criteria;

(g) the certificate holder ensures that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

(h) a paper or electronic copy of this Equivalency Certificate accompanies the dangerous goods.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the members of SAAMI to transport dangerous goods that are UN0012, CARTRIDGES FOR WEAPONS, INERT PROJECTILE or CARTRIDGES, SMALL ARMS, Class 1.4S, Packing Group II, UN0014, CARTRIDGES FOR WEAPONS, BLANK, or CARTRIDGES, SMALL ARMS, BLANK or CARTRIDGES FOR TOOLS, BLANK, Class 1.4S, Packing Group II, or UN0055, CASES, CARTRIDGE, EMPTY, WITH PRIMER, Class 1.4S, Packing Group II, as limited quantities, without having the outer means of containment, as presented for transport, capable of passing a test in accordance with Test Series 6(d) of Part I of the Manual of Tests and Criteria.
