CONDITIONS

This Equivalency Certificate authorizes the members of the Canadian Propane Association to handle, offer for transport and transport, and authorizes any person to handle, offer for transport, and transport on behalf of the members of the Canadian Propane Association, by road vehicle or by ship on a domestic voyage, dangerous goods that are UN1075, LIQUEFIED PETROLEUM GASES, Class 2.1 or UN1978, PROPANE, Class 2.1, in means of containment that do not comply with subsections 5.1(2) and subparagraph 5.10(1)(a)(iv) of the Transportation of Dangerous Goods Regulations, under the following conditions:

(a) the means of containment are TC331, MC331, and MC330 tanks that are selected and used in accordance with CSA Standard B622-09 "Selection and use of highway tanks, TC portable tanks, and ton containers for the transportation of dangerous goods, Class 2", January 2009, except the periodic inspection and test requirements of CSA Standard B620-09 "Highway tanks and TC portable tanks for the transportation of dangerous goods", January 2009, cited in the rest of this certificate as CSA B620-09, referred to in Clause 5.2.1 (a) of CSA B622-09;

CONDITIONS

(b) the means of containment are periodically inspected and tested pursuant to CSA Standard B620-09, except that the wet fluorescent magnetic particle inspection (WFMPI) requirements referred to in Clause 7.2.8 (a) of

CSA Standard B620-09 are replaced by the requirements in condition (c) of this certificate;

(c) each TC331, MC331, and MC330 tank, constructed of:

(i) quenched and tempered steel in accordance with part UHT (ultra-high temperature) in Section VIII of the ASME (American Society of Mechanical Engineers) Code, or

(ii) other than quenched and tempered steel and used for the transportation of propane or liquefied petroleum gas, with corrosiveness higher than the Classification 1 of ASTM (American Society for Testing and Materials) D 1838,

shall be internally inspected by the wet fluorescent magnetic particle method immediately prior to and in conjunction with the performance of the pressure test prescribed in Clause 7.2.7 of CSA Standard B620-09;

(d) the shipping document shall include a statement as to whether or not the corrosiveness of the liquefied petroleum gas or propane is higher than Classification 1 of ASTM D 1838; and

(e) the Canadian Propane Association ensures that a paper or electronic copy of this Equivalency Certificate is provided to all members;

(f) in addition to the requirements of Part 6 (Training) of the Transportation of Dangerous Goods Regulations, the members of the Canadian Propane Associationensure that the personnel handling, offering for transport or transporting the dangerous goods is trained in regards to the conditions of this Equivalency Certificate;

CONDITIONS

(g) the tanks are marked with either "SH 10349" or "SU 10349" in characters at least 50 mm high, in a clearly visible location on each side near the middle, and in a color contrasting the background.

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulationsnot specifically addressed in this certificate.

Explanatory Note

This Equivalency Certificate authorizes the members of the Canadian Propane Association to transport propane or liquefied petroleum gas that is non-corrosive in TC331, MC331 and MC330 tanks constructed of other than quenched and tempered steel, that have not been periodically inspected by the wet fluorescent magnetic particle method prescribed in CSA Standard B620-09. However, tanks transporting liquefied petroleum gas or propane that is corrosive must be inspected by the WFMPI method. These requirements are based on those agreed with at the CSA B620 committee meeting in June 2010.

The Equivalency Certificate was modified to include marine transportation in July 2016. The tanks can be marked with either "SH 10349" or "SU 10349" in characters at least 50 mm high, in a clearly visible location on each side near the middle, and in a color contrasting the background.
